What makes a phone considered as roaming in order to be charged international roaming rates?

If I have my phone “on” while in Japan, is that considered feasible to be charged international roaming rates?

Or must I be calling someone in order to start international roaming rate charges?

Does text messaging while in Japan also warrant international roaming charges?
