Discount Calling Rate

Is there any chance that in any area of UK telephone number starts with “01″ follows by another 10 digits of the number at the back. A friend of mine has received a bunch of calls from this number but when she called back, it charges her international rate. The number looks something like this 01xx xxxx xxxx. How would it show on the mobile if the calls is from US?

The bus fare to Ann Arbor,MI (where the abuse shelter is) is only 29 dollars for the trip but I don’t have it. I live in subsidized housing which means she cannot live with me. I have called all the hotels in the area of the reception and none of them will block off rooms and give discounted rates. You just have to call ahead and reserve like you would any other time someone is in need of a hotel room.
Did anyone else deal with this type of issue?
I was hoping for at least a little off for my guests because at least 50% of them will be traveling 4+ hours to get here. Most the hotels in the area charge more than $100 a night for a typical room, nothing fancy. I am getting married on Labor Day weekend which I know usually makes rates go up anyway but this didn’t even seem to be the issue.
So my other question is how should I handle this-
Should I include another card with 3 or 4 different hotels in the area they can call ahead and book a room?
This really stinks, I am a little bummed about it.
Any ideas or experiences with this would be great.
