Discount Calling Rate

I’m going to France for a few months starting next week. I really REALLY want to have a cell phone while I’m there, but the companies that I looked into for international rates (Alltel, Verizon) are VERY expensive. Is there a US company out there with a decent priced international plan (where i don’t have to pay for an expensive chip to go in my phone or outragious roaming fees)? Would it be better for me to get a Trac Phone when I get there? If so, can I text on a Trac Phone?

I was thinking about having a device that will connect to both my regular (POTS) line and my Voip line. I would call in to my regular line from wherever I wish, and upon entering an agreed upon password get a dial tone on my Voip, giving me the ability to call international using my Voip monthly fixed rate.

Please note: I believe that I can use a Voip adapter so that the Voip line can be treated like a regular phone as well.

I’m not sure exactly what I’m looking for, although I know that there is the option of running a dedicated computer with Asterisk, for example, as a PBX. Well, first, I’m tottaly not familiar with Asterisk and PBXs in general. Second, I would like this device to be much smaller that a PC.

I would deeply appreciate any help.
