Discount Calling Rate

I am working on sustainability of external debt of Pakistan. To discount the debt data, I have to use interest rate. I have the following 4 interest rate series:
1. Discount rate
2. Call money rate
3. 6 Month Govt. T-Bill rate
4. Govt. Bond Yield
Of these rates, which rate should I use and why?

I signed a new lease on May 2nd for an apartment I will rent in june. the discount price on the lease is 62 bucks. then a week after I sign the lease they call and say I cannot take that discount I can only have 32 bucks off of my rent. What are my rights being that I already signed the lease?
Basically there are 2 discounts that was given to me on this lease. One is the employee discount because of who I work for the other is just a manager’s special. The lease I signed has both discounts taken but a week after I signed it she said I can only have one discount.
