Discount Calling Rate

I used a number system called Telly Discount. You called the number from a landline and it cut the cost from $1.50 a minute to 4 cents a minute. This is calling from the UK to the US, via a landline. Assuming my mobile phone works in the UK, is there a service like this I can use for a cell phone?
